Respond to an Arbitration Request
The person seeking arbitration against him shall, within "twenty days from the date of notification" of the request, submit a reply containing his defence and counterclaims, if any, and the name of the arbitrator he has chosen, accompanied by his evidence and documents, and the Secretary-General may give him an additional period upon his request not exceeding another twenty days, and the failure of the Respondent to respond shall not prevent the conduct of arbitration proceedings.
