- The applicant must hold an accredited university degree of no less than a Bachelor's degree in Law/Shari'a.
- The applicant must hold a valid license to practice law issued by the Ministry of Justice.
- No final criminal judgment must have been issued against the applicant in a case involving dishonor or breach of trust.
